Arms trafficker Hyuk and his brother Young-chun share an unbreakable bond. After escaping North Korea, Hyuk is haunted by the guilt of leaving behind his younger brother Chul. Three years later, Chul joins the South Korean police force and Hyuk tries to make amends, but their troubled past makes it difficult to forgive and forget. When Hyuk's past and present collide, the three brothers are reunited in a tense confrontation.
