A drug trafficker, nicknamed Swatow Hung, seeks revenge against the police officers who raided his operation, including Inspector Sau and his comrades. Hung tracks down and kills Sau, leading to a massive manhunt by the police to capture him. Eventually, Hung is arrested during his escape from Hong Kong, but not before he is fatally shot. As the police investigate, they begin to suspect that there may be more corruption within their own ranks, leading to a series of deadly encounters as the drug traffickers try to eliminate anyone who could expose them.
