The film tells the stories of Tokyo's marginalized communities, focusing on a young man with intellectual disabilities who is driven by his passion to operate his own commuter train.

In a gritty Tokyo slum, a group of residents struggle to survive. Rokkuchan, a boy with intellectual disabilities, finds comfort in operating an imaginary streetcar, bringing structure to his life. Meanwhile, other children toil to support their families, taking on menial jobs or scavenging for scraps. Against this backdrop, schemers plot and dream of breaking free from poverty's grasp.
