In order to combat organized crime and root out local mafia, an official sent an investigation group to Jinghai. The mission was to gather evidence against Gao Qiqiang, a successful businessman in the area, and bring down corrupt officials in the government. An Xin, a policeman from Jinghai, was part of this operation led by Xu Zhong and Ji Ze. His long history with Gao made him invaluable for the final crackdown effort.
