A rookie FBI agent, Jo Dee Foster, is tasked with capturing the Psycho Killer, a serial murderer responsible for over 120 deaths. To gain insight into the killer's motives, Jo meets Dr. Animal Cannibal Pizza, a renowned doctor turned cannibal. Meanwhile, Jo's girlfriend, Jane Wine, steals $400,000 from her boss to fund their happiness, but gets lost in a storm and takes shelter at the Cemetery Motel, where the owner is under the influence of his unstable mother.
