A 10-year-old boy, nicknamed Storm Boy by an Aboriginal loner, grows up in isolation with his father in a corrugated iron shed next to a wildlife sanctuary. The boy is illiterate and unschooled, but befriends three pelicans, including Mr Percival, which his father eventually releases. The arrival of a new school teacher sparks a conflict between the father and the teacher, who wants the boy to attend school or receive correspondence education.
