The documentary follows the rise and fall of govWorks.com, a pioneering online platform that aimed to revolutionize the way people interact with government services.

Kaleil Isaza Tuzman and Tom Herman, friends since age 15, aim to get rich by developing a dot com company focused on computer technology interface. They launch GovWorks.com in May 1999, securing venture capital based on their idea, while neglecting the website's mechanics. Despite initial success, the business faces numerous obstacles, including competition, economic whims, and lack of assets. Personal relationships suffer, with Tom's focus on his daughter and Kaleil's on his girlfriend, as well as the unequal dynamic between the two friends.
