A radioactive meteor strikes Earth, altering a group known as The Rochester 13, giving them superhuman powers. Ian Sparks, however, doesn't possess any extraordinary abilities, but after his parents' death, he dedicates himself to fighting crime in New York City. He teams up with the beautiful Lady Heavenly, and together they quickly take down the city's criminal underworld.
