A group of cattle smugglers is operating along the US-Mexico border, but their operation is disrupted when hoof-and-mouth disease breaks out among the stolen livestock. The situation takes a deadly turn when a border patrolman is killed by the rustlers, prompting Roy to take action.

Roy Rogers stars as a Border Patrolman tasked with stopping the spread of hoof-and-mouth disease from Mexican cattle into the United States. When his Mexican counterpart, Lopez, is brutally murdered, Roy teams up with a reporter and a newspaper owner to track down the culprits, a gangster and his henchmen. With the help of his trusty horse Trigger, Roy tracks them through a sandstorm and rescues a young boy, Pancho, who has been kidnapped.
