A African president seeks to revitalize his country's economy by building a new dam, but the tribes in the affected region protest against it. Despite their opposition, the president orders a group of international mercenaries to capture the tribe's leader, Kuruba, and quash the rebellion. However, two of the mercenaries, T.J. and Cliff, who are Vietnam veterans, eventually understand the tribes' plight and begin to question their mission.
