In the gritty streets of a city, a group of teenagers join rival gangs, with Frankie, 18, at the helm of the Hornets. When a neighbor reports a zip gun-wielding gang member to the police, Frankie plots to silence him, enlisting the help of Lou and "Baby", a 15-year-old immigrant's son. Meanwhile, a social worker, Ben Wagner, tries to intervene and reach Frankie before it's too late. As tensions escalate, Frankie's 12-year-old brother Richie is torn between idolizing and fearing his older sibling, who's hurtling towards a destructive fate.
