A billionaire inventor, Harold Finch, develops a surveillance system for the government to predict and prevent terrorist attacks. However, he discovers that the system also detects violent crimes involving ordinary people, which the government deems irrelevant. Finch builds a backdoor to access the system, allowing him to intervene in these crimes. He partners with ex-CIA agent John Reese, and together they work in secret to prevent violence. Their actions attract unwanted attention from the NYPD, CIA, a rogue hacker, and government officials seeking to keep the system's existence a secret.
