Romulus and Remus are CIA agents whose direct instructor is John Elliott. They were both picked up at an orphanage by him around age eight, raised together as brothers, and specially trained to supersede every other agent in the service. This is what they know about their training program. What they do not know is that they are part of a system Elliot had invented to build up his own private army of pros which can be assigned to any job he wishes. One day Romulus takes over a job, where he and his team blow up a house and about half a dozen civilians with it. After that, Romulus feels he is being chased by both the CIA and Mossad. He discovers that Elliott betrayed him from the start. Elliot used them and others, who were recruited and raised in the same way Romulus and Remus were, to support a secret agreement between top service leaders of England, France, Russia, Germany, and USA after WWII. This agreement stipulates no nation shall make greater progress than all other nations are. The conspirators intend to preserve the status quo both economically and politically. As Romulus now joins forces with Remus and a female Mossad executive he was romantically involved with years ago, he finds out about this conspiracy. He wants to take revenge on Elliot who, in his opinion, stole not only their lives but also many more lives and destroyed thousands of others.
