In a small town in western Europe, the German occupation has led to a delicate balance of power among the locals. The district commandant, Major Erich von Keller, maintains control by playing on the town's desire for peace and prosperity. Meanwhile, some citizens secretly resist the occupation, while others profit from their relationships with the German authorities. When a series of anti-German acts occur, including the printing and distribution of leaflets and an act of sabotage at the railway yard, von Keller becomes determined to find the culprits and will stop at nothing to make examples out of them. As the town's residents are caught in the middle, they must confront what it truly means to be a hero or a coward.
