In 1914, Richard Hannay, a mining engineer, is accused of murdering his neighbor, Colonel Scudder, who revealed to him a plot by Prussian agents to start World War I by killing a foreign Minister. Fleeing to Scotland, Hannay teams up with Alex Mackenzie to clear his name and stop the agents, while being pursued by Chief Superintendent Lomas and the agents, led by Appleton, who has infiltrated the British Government.
