In the city of Burman City, a cosmopolitan hub is undergoing a transformation as affluent young families trade sunny weather for urban security. Despite its perpetual gray skies and nine months of rain, the city is poised for growth, with Mayor Hackett at the helm. As she seeks reelection, she proposes a massive sports stadium to attract revenue and a top football franchise. However, a serial killer is on the loose, and the Mayor is desperate to keep the news from spreading, fearing it will overshadow her campaign. She launches a crusade against crime, led by the cunning Captain Franklin, to protect the city's reputation and her own political interests.
