Igor Gouzenko, a Soviet soldier turned bureaucrat, is assigned to Ottawa, Canada in 1943 as a cipher clerk. He and his wife Anna are instructed to keep their true identities and work a secret, but Anna struggles with the moral implications of their actions. As Igor becomes aware of the Soviet spy ring operating in Canada, compromising national security, he decides to defect and expose the ring. His task is to obtain classified documents from the embassy and convince Canadian authorities to listen to his claim before the Soviets discover his betrayal.
