In the Correctional Institution for Women in California, Elizabeth, an unsuspecting woman, is sent after being caught with cocaine in her skis. She must toughen up to survive and soon discovers the corrupt warden and inmate Cat, the Queen Bee, running a drug and prostitution racket. When Elizabeth witnesses a murder, she becomes Cat's enemy, and the warden seeks to destroy her before she can reveal their secrets to Deputy Director Shelly Meyers, who is investigating the corruption.
