A scholar, Jeong Yak-jeon, is exiled to Heuk-san Island in 1801 after a new king takes the throne. Initially fearful, he discovers the wonders of the sea and its creatures. He meets Chang-dae, a young fisherman who is well-versed in Confucianism and the sea.
