In the year 2116, the Japanese government exports unmanned drone robots called the Sibyl System to countries embroiled in conflict, leading to its global spread. As the system takes hold, a state in the midst of civil war, SEAUn, brings it in as an experiment, resulting in a temporary peace in the coastal town of Shambala Float. However, the system is breached when terrorists slip through and launch a surprise attack from within, leaving a trail of destruction. As the police investigate the incident, a new era of justice is born.
