Billy Peck and his mischievous gang disrupt a traveling circus's operations, wreaking havoc on the owner and causing chaos.

A young boy named Bill receives money from his parents to attend summer camp, but he spends it on circus tickets instead. He gets revenge by feeding the lions his mother's sleeping pills, which angers the lion tamer, Arthur Bailey. Bill joins the circus and falls in love with a young bareback rider, Fleurette. When Fleurette gets hurt, Bill is asked to substitute for her in the performance, wearing a wig. However, Bailey gets his revenge by using a wire to make Bill spin through the air in comedic poses, making him a comedy success. Bill and Bailey eventually forgive each other and take a thrilling shortcut to the summer camp in a circus racing chariot.
