In pre-revolutionary Havana, a struggling vacuum cleaner shop owner, Jim Wormold, accepts a job from the British Secret Service to recruit agents in Cuba. With no experience, he creates a list of fictional agents and provides fabricated stories to London. Wormold becomes the top agent in the Western Hemisphere, but his success is short-lived as the local police decode his messages and start rounding up his "network", putting him in grave danger.
