The chief investigator of ICAC, Chan King-chi, is shocked when his childhood friend Hui Chik-yiu, a spy, flees to Australia just before a court appearance as a witness against a smuggler company. Despite this, Chan King-chi remains aware of Hui's actions and mistakes, which ultimately undo the ICAC team's efforts and lead to the murder of accomplices. The fatal error lies in Chan King-chi's failure to officially record and register Hui as a spy, rendering all evidence useless in court. This oversight is met with frustration and disbelief as the ICAC team's efforts are rendered ineffective.
