Detective Lt. Bill Bannister is tasked with stopping a group of terrorists committing crimes across the city. He's aided by Detective Tim Nolan, photographer Vicki Logan, and reporter Happy Haskins. The gang is led by Professor Mortis, who has recruited members from death row, all of whom were previously listed as deceased.
