In the 1980s, the Bavarian state government secretly plans to build a nuclear reprocessing plant in the District of Schwandorf, Upper Palatinate. The district administrator, Hans Schuierer, initially supports the project, seeing it as a way to boost the local economy. However, when the state government reacts violently to a citizens' initiative opposing the plant, Schuierer begins to question the project's safety and the government's motives. As the health risks become apparent, Schuierer decides to stand alone against the project, facing backlash from his own friend and mayor, as well as the government's attempt to impeach him. But with the growing citizens' movement and the devastating Chernobyl disaster, Schuierer finds himself at the forefront of the opposition.
