King Louis XI and Chief Justice Frollo rule the land. Frollo becomes obsessed with gypsy girl Esmeralda after seeing her in church. He orders bellringer Quasimodo to capture her, but Quasimodo is caught with Esmeralda by Captain Phoebus. Quasimodo is sentenced to flogging, and only Esmeralda shows him kindness. When Phoebus is murdered, Esmeralda is wrongly accused, convicted, and sentenced to death. A group of outcasts, including Clopin, Gringoire, and Quasimodo, try to save her from execution.
