Berlin at the end of World War II, Wilhelm Furtwängler conducts Beethoven's 5th Symphony when an Allied air raid stops the performance. A Nazi minister advises him to escape the war. The film then jumps to the Allied victory, where US Army General Wallace orders Major Steve Arnold to "get" Furtwängler at his denazification hearing, accusing him of representing everything rotten in Germany.
