In the 1930s, a group of bootleggers form a complicated love triangle amidst the excitement of the Prohibition era.

In 1930, Claire, an American living in Tijuana, Mexico, returns to her home state after burying her husband. She asks her lover Walker to help her settle her affairs in Tijuana, which includes smuggling Mexican immigrants across the border. When the job goes awry, Walker turns to rum running with Kibby, an American in trouble with the law. They hire a young sailor, Billy, to transport their goods on a sailboat. As they navigate the waters, they face two main risks: the U.S. Coast Guard and rival rum runners, including Christie McTeague, who is sent by the east coast mob to take control of the west coast trade. Meanwhile, Claire convinces Kibby and Walker to expand their business partnership into a romantic one.
