A botany student is summoned back to his hometown of San Francisco to assist in solving a series of crimes in the city's Chinatown district, a task that holds personal significance given his father's previous role as police chief.

The San Francisco Police Department is struggling to control crime in Chinatown, particularly the activities of an unknown figure known as "The Dragon", who leads a drug ring and commits murders. Captain Walton calls in Harold Bledsoe, the son of a former police chief, to assist in the investigation, despite knowing little about him. Harold, a bespectacled and fussy man, focuses on his hobbies, including fingerprinting, which leads to a wild goose chase in Chinatown. As he navigates the mysteries of the neighborhood with sidekick Patrick Clancy, Harold's personal connection to the case grows when a boy's experimental treatment is threatened due to The Dragon's activities.
