A Chinese refugee navigates the cutthroat world of Hong Kong business, trading his radical ideals for ruthless ambition, only to find his past mistakes catching up with him.

Idealistic refugee Henry Wong fled China's Cultural Revolution and built a new life in Hong Kong, becoming a wealthy banker with political ambitions. He's now having an affair with a married Englishwoman and seeks to acquire a local newspaper to influence Chinese politics. Meanwhile, a Japanese journalist befriends his former lover, a nightclub singer, to uncover Henry's past, just as Hong Kong is about to return to China and student protests erupt in Beijing.
