In colonial India, a young tribal girl named Malli is forcibly taken by British Governor Scott Buxton and his wife against her mother's wishes. Meanwhile, Indian cop Rama Raju prioritizes duty over loyalty, brutally suppressing revolutionary Indians while being overlooked by the British government. When British authorities discover that Komaram Bheem, a tribal leader who considers Malli his sister, is searching for her and poses a threat to their army, they announce a reward for any officer who can capture him. Rama Raju takes on the challenge, vowing to bring Bheem in dead or alive. As Bheem searches for Malli in the city, he assumes the identity of a mechanic named Akhtar. During a train accident on a lake, he and Rama Raju risk their lives to save a child, forming an unlikely friendship.
