Two small-time scammers, the Passalaquaglia cousins, make a living off their cunning schemes. When they receive a bill for 100,000 lire from a prominent financier, Bruscatelli, their lives take an unexpected turn. As the bill changes hands, it upsets the lives of those who come into contact with it, including the landlord of the Passalaquaglias, a dog breeder, a salary recipient, a romantic partner, and even a Luna Park manager.
