In early 20th century China, a nation in turmoil is torn apart by warring factions and widespread famine, as recent reforms have only exacerbated the crisis. The Qing Dynasty, led by a seven-year-old emperor and his tyrannical mother, Empress Dowager Longyu, has ruled unchecked for 250 years, growing increasingly disconnected from the suffering of their people. Huang Xing, a scholar who has studied modern warfare in Japan, feels compelled to take up arms to save his country from collapse.
